ABSTRACT Universal Health Coverage (UHC) as a global agreement to provide quality health services for all humans without discrimination with the aim of achieving social inclusion for all community groups is not always smooth in its implementation. This study aims to describe the concept of UHC in Indonesia using literature review method. The search method was carried out on 2010-2022 articles from several databases such as Google Scholar, PubMed, ProQuest, ScienceDirect, and Researchgate. The results show that Indonesia as a member country of the United Nations is actively involved in developing UHC through the implementation of the National Health Insurance which is supported by the policies of the SJSN Law No. 40/2004 and BPJS Law no. 24/2011. Some of the problems faced by Indonesia in implementing UHC consist of limited equitable infrastructure, lack of availability of health workers spread throughout the country, low participation from the community and other parties in implementation, and the lack of continuous evaluation and monitoring. Four lessons are important for countries wishing to develop comprehensive national social health insurance: Strong political commitment, Comprehensive examination of our health care system, Multistakeholder participation in development, and Continuous monitoring and assessment.
